When I start time-admin as a normal user, either from the GNOME menu through
System > Administration > Time and Date
or by directly calling time-admin I'm getting the error message:
"The configuration could not be loaded - You are not allowed to access the
system configuration."

I'd expect to be prompted for the root password instead.

(I've upgraded from lenny a couple of months ago.)

This proves that time-admin doesn't spawn anything (directly or indirectly).
